There are no Legislative Histories in the true sense of the word when dealing with legal ethics. But there are a few ways to learn about the development of the Rules of Professional Conduct.
On the national level, the ABA has published a book on the development of the Model Rules:

In Maryland, the Standing Committee on Rules of Practice and Procedure and the Maryland Court of Appeals work in tandem to promulgate and amend all Rules of Procedure - including the Maryland Lawyers' Rules of Professional Conduct (Rule 16-812).
