Legislative History

There are no Legislative Histories in the true sense of the word when dealing with legal ethics.  But there are a few ways to learn about the development of the Rules of Professional Conduct. 

On the national level, the ABA has published a book on the development of the Model Rules:

A Legislative History:  The Development of the ABA Model Rules of Professional Conduct, 1982-2005 [KF 306.L45 2006] 

In Maryland, the Standing Committee on Rules of Practice and Procedure and the Maryland Court of Appeals work in tandem to promulgate and amend all Rules of Procedure - including the Maryland Lawyers' Rules of Professional Conduct (Rule 16-812).  There is a detailed discussion of the procedures involving adding or amending Rules in the specialized research page Maryland Research Guide.
